EMFAC2021 conformity constraint. Per EPA Federal Register, all conformity analyses begun after Nov 15, 2024 must use EMFAC2021. Until the California SIP MVEB Update is EPA-approved, Type 5 RTP amendments adding new capacity are effectively frozen. The 2025 FTIP + Amendment 1 conformity was approved Dec 16, 2024 under EMFAC2017. Reset comes in 2026 RTP/SCS adoption.
